
The UAE operates two separate immigration processing systems, and which one applies to a company depends entirely on where the company license is issued, not where the company operates or where the visa applicant lives. Before any visa application can be submitted, two prerequisites must be in place: the establishment card, and for companies outside Dubai, E-Channel registration. Neither is part of the trade license itself.
The Two UAE Immigration Systems
GDRFA Dubai: The General Directorate of Residency and Foreigners Affairs Dubai is the immigration authority for the emirate of Dubai. It processes residency visa applications, issues and renews residency stamps and manages entry permits for all persons holding a Dubai-based residency. Companies licensed by a Dubai-based authority, whether a mainland DED license or a free zone license from DMCC, DIFC, JAFZA, DAFZA, DSO or any TECOM zone, use GDRFA for all visa processing. Applications are submitted through AMER centres, the GDRFA smart app or through the free zone own portal.
ICA (Federal): The Federal Authority for Identity, Citizenship, Customs and Port Security governs all UAE emirates except Dubai. ICA was established under Federal Decree No. 29 of 2021. Companies licensed in Abu Dhabi, Sharjah, Ras Al Khaimah, Fujairah, Ajman and Umm Al Quwain, whether through mainland DED or free zones such as RAKEZ, SAIF Zone, SHAMS, Masdar City, ADGM or KEZAD, process their visa applications through ICA. ICA applications are submitted through the E-Channel portal, the ICA app or in person at ICA service centres.
The immigration system is determined by the company license location, not the visa holder residence.
A company licensed in Dubai uses GDRFA regardless of where the visa holder will live. A company licensed in RAKEZ uses ICA regardless of whether the visa holder intends to live in Dubai. Where the applicant lives is irrelevant to which system processes the application.
Establishment Card: The Bridge Between license and Immigration
The establishment card is a government-issued document that registers the company in the UAE immigration and labour system. It creates the legal linkage between the trade license and the visa processing infrastructure. Without the establishment card, a company with a valid trade license has no legal capacity to process any visa application.
The establishment card must be renewed annually: An expired card suspends the company ability to process new visa applications until renewal is completed. The card contains the company trade license number, the authorized persons registered name,and the expiry date.
For Dubai-licensed free zone companies: The establishment card is typically issued by the free zone authority as part of the post-license process. DMCC, JAFZA, DAFZA, DIFC and TECOM zones issue establishment cards for their licensed entities. The card connects to GDRFA systems. After the card is issued, visa applications go through the freezones AMER portal or directly through GDRFA.
For Dubai mainland companies: The establishment card is obtained through MOHRE registration. MOHRE registration and the establishment card effectively arrive together and together enable the company to sponsor employment visas and investor visas through GDRFA.
For companies outside Dubai: Free zone and mainland companies in Abu Dhabi, Sharjah, RAK, Fujairah, Ajman and UAQ obtain their establishment cards from their respective licensing authorities. The card connects to ICA systems. E-Channel registration is also required.
E-Channel: ICA Electronic Registration System
E-Channel is ICA electronic portal accessible at e-channel.ica.gov.ae. Companies outside Dubai register on E-Channel to process visa applications through ICA. E-Channel registration is a prerequisite separate from the establishment card. Even a company with a valid establishment card cannot submit visa applications to ICA without completing E-Channel registration.
After E-Channel registration is complete, the company can submit entry permit applications, file for visa renewals, process status changes and track immigration applications through the portal. Some free zones outside Dubai have their own portals that connect to E-Channel in the background.

Timeline and Cost
The establishment card is typically issued within 1 to 5 business days of the trade license, provided the application is submitted immediately after license issuance. Government fees range from AED 800 to AED 2000 Approx depending on the jurisdiction. E-Channel registration for non-Dubai companies is typically completed within 2 to 5 business days of application. Both must be renewed annually.
Common Points of Confusion
Assuming the trade license is sufficient to process visas: The trade license alone does not authorise visa sponsorship. The establishment card (and E-Channel for non-Dubai companies) does this. Visa applications require the establishment card number; this cannot be bypassed.
