No. SHAMS is not classified as a Designated Zone under UAE VAT law (Cabinet Decision No. 59); all supplies of goods and services within SHAMS are subject to standard UAE VAT rules. The zone’s tax advantages come through corporate tax treatment as a Qualifying Free Zone Person (potential 0% rate on qualifying income) and through 100% foreign ownership rights, not through VAT exemption on goods transactions. Businesses trading goods in SHAMS must charge and account for VAT on all qualifying domestic supplies in the same way as mainland UAE businesses.

What SHAMS Companies Must Stay Compliant With

No Mandatory Annual Audit

SHAMS does not require an audit report as a condition of licence renewal, a genuine and significant cost saving compared to most UAE free zones. Companies must however maintain proper accounting records under UAE corporate tax and VAT law, and UAE banks will request audited accounts as part of account due diligence. The no-audit requirement at SHAMS does not exempt companies from their legal accounting and tax record-keeping obligations.

Media Content & IP Compliance

Media and creative businesses at SHAMS producing content, managing brands or handling third-party intellectual property should register trademarks and copyrights with the UAE Ministry of Economy. Content produced in the UAE is subject to UAE media content regulations.

Corporate Tax & UBO Disclosure

Federal obligations like corporate tax registration and UBO disclosure still apply despite the no-audit advantage. Companies must register with the FTA and file UBO disclosures within the required windows, alongside regular licence and visa renewals.
