Dubai Silicon Oasis Free Zone Company Formation
Opened in 2004 by the Dubai Government, Dubai Silicon Oasis (DSO) is a 7.2 square kilometre technology park and residential community in Nadd Hessa, Dubai. Under the Dubai Silicon Oasis Authority (DSOA)—part of the DIEZA umbrella—it issues Service, Trade and Industrial licences and remains the only UAE free zone where hardware design, R&D and light manufacturing operate under a single authority.
IncHub FZCO is an authorised corporate service provider registered with Dubai Silicon Oasis Authority (DSOA). We guide you through every step of company formation—from licence selection to visa processing—ensuring full compliance with DSO regulations.
What Is Dubai Silicon Oasis (DSO) Free Zone?
Dubai Silicon Oasis (DSO) is a pioneering technology free zone established in 2004 by the Dubai Government to accelerate innovation in electronics, telecommunications, IT, engineering, and R&D. Managed by the Dubai Silicon Oasis Authority (DSOA), DSO combines a purpose-built science park with a fully integrated free zone, so technology companies can design, manufacture and export from one jurisdiction.
DSO is home to the Dubai Technology Entrepreneurship Campus (Dtec)—the free zone’s startup and coworking hub—and the DSO Innovation Hub, which gives qualifying early-stage technology startups subsidised workspace, mentorship and investor access. Since the 2023 DIEZA reform, every new entity is registered as an FZCO even with a single shareholder. Note that DSO is not a Designated Zone for UAE VAT purposes, so supplies within the zone follow standard UAE VAT rules.
Why DSO Stands Out
Integrated Park & Community
One of the UAE’s few free zones built as a master-planned technology park and residential district, with fibre-optic backbone, automated utilities and purpose-built R&D facilities.
Electronics to Light Manufacturing
From chip design and software to assembly and testing, DSO covers the full tech value chain—including robotics, IoT and medical devices.
DSOA & DIEZA
DSO operates under the Dubai Integrated Economic Zones Authority, the same DIEZA umbrella that also covers DAFZA and Dtec.
Who Should Set Up in DSO?
Dubai Silicon Oasis is ideal for a wide range of technology and innovation-driven businesses seeking a strategic base in the Middle East. It is a strong fit for:
Tech Startups & SMEs
DSO offers a cost-effective entry point for tech startups and growing SMEs, with flexible licence options, shared workspaces, and access to R&D facilities and innovation support programmes that help scale your business quickly in a tech-driven environment.
Electronics & Semiconductor Firms
As Dubai’s dedicated technology park, DSO provides industrial land, smart labs, and supply chain infrastructure specifically designed for electronics design, semiconductor fabrication, and hardware manufacturing.
R&D Centres & Innovation Labs
Companies focused on research and development benefit from DSO’s purpose-built infrastructure, including data centres, smart-city facilities, and a regulatory framework designed to protect IP and accelerate technological breakthroughs.
Telecommunications & IT Companies
With a dedicated focus on ICT, DSO is the ideal base for telecom operators, managed service providers, and software development companies targeting Middle East and African markets.
Freelance Professionals
Individual consultants, developers, and creatives in the tech space can obtain a freelance permit in DSO, providing a low-cost, low-compliance route to operating legally in Dubai with full residency benefits.
Engineering & Manufacturing Companies
DSO is one of the few free zones in Dubai offering industrial licences and dedicated land for light manufacturing, making it a compelling choice for engineering firms that require both office and production facilities within a single free zone.
DSO Sector Profile & Business Landscape
Dubai Silicon Oasis stands as the UAE’s premier technology park, purpose-built to foster innovation across the electronics, ICT, and advanced engineering value chains. Unlike multi-purpose free zones, DSO’s mandate is specifically technology-driven, making it the natural home for businesses operating at the intersection of hardware, software, and digital infrastructure.
What sets DSO apart is its integrated approach: it is simultaneously a science park, a free zone, a residential community, and a regulatory authority. This convergence means a semiconductor startup can design chips in its R&D lab, prototype in DSO’s shared facilities, manufacture on-site industrial land, and export directly—all within the same jurisdiction and with a single regulator.
DSO’s business landscape spans multinational corporations, government-affiliated entities and agile startups, supported by a regulatory environment tailored to technology-intensive business models.
DSO hosts more than 28,000 registered companies across 11 industry clusters, from multinational corporations to early-stage startups.
Unlike general-purpose free zones, DSO is exclusively mandated to serve technology, innovation, and R&D-driven enterprises across the electronics, ICT, and engineering sectors.
Businesses benefit from a complete ecosystem: office space, industrial land, smart-city facilities, data centres, residential community, and retail—all within one jurisdiction.
Strategically located near Dubai International Airport and major transport corridors, offering seamless access to markets across the Middle East, Africa, Europe, and Asia.
DSO License Types & Corporate Structures
DSO offers a range of licence types and corporate structures designed to accommodate different business activities—from freelance professionals to large-scale industrial operations. Each option is tailored to provide flexibility, compliance, and operational efficiency within DSO’s technology-focused regulatory framework.
License Types Available
Company Structures
FZCO
Free Zone Company — the standard structure for every new DSO entity since the 2023 DIEZA reform, whether there is one shareholder or several.
Branch
An extension of an existing UAE or foreign parent company, limited to the parent’s licensed activities, with no share capital requirement.
No FZE Split
DSO removed the old single-shareholder FZE structure entirely, so a solo founder is set up on a structure ready for additional shareholders later.
DSO sets no fixed statutory minimum paid-up capital for most licence types. Share capital is typically determined by the licence type and approved business activities, and companies can repatriate 100% of capital and profits. Business licences are issued on an annual basis and renewed directly through DSOA.
DSO also permits a range of additional activities to be added to licences — including software development, IT consultancy, technology trading, engineering services, digital media production, and electronics manufacturing. Multiple activities can be consolidated under a single licence, reducing administrative overhead for diversified tech businesses.
